PRESS-RELEASE Ust-Luga Port Construction Plan Approved The Ust-Luga Co JSC Board approved today of the working plan and budget 2002 for the port construction in the Luga bay of the Gulf of Finland in Leningrad Oblast. According to Vladimir Yakunin, RF Deputy Transport Minister and Chairman of the Ust-Luga Co JSC Board, in the current year the company will continue the construction of a railway yard in front of the coal terminal, designing and construction of a railway yard in front of the mineral fertilizers complex and the oil terminal.

NOTICE TO TRADE EUROPE/MEDITERRANEAN TRADE AGREEMENT (EMTA) (North Europe/Israel Service) EMTA Lines are pleased to advise their customers that following discussions with their insurance underwriters, the additional premia for vessels serving Israeli Ports have again been reduced. Therefore, as indicated previously, it is possible to reflect this further reduction in the extra risk insurance surcharge applicable for this region. Consequently, with effect from Monday 24th December 2001 (all B/Ls dated on or after this date) EMTA Lines will apply a reduced extra risk insurance surcharge as follows: Israeli Ports USD 60 per TEU (currently USD 100 per TEU) applicable to all Northbound and Southbound cargo. These levels will be regularly reviewed and are dependent on general conditions applying in the region as well as advice received from insurance underwriters. 11:00seaEMTA Introduces Emergency Congestion Surcharge
The Member Lines of the Europe Mediterranean Trade Agreement wish to advise their customers that as a result of severe congestion currently affecting ports in Israel they have no alternative other than to introduce an emergency congestion surcharge with immediate effect. Consequently the emergency congestion surcharge will be introduced at an initial level of plus 7% (+ seven percent) for both the Northbound and Southbound trades and will apply to all Lines bills of lading dated on of after 1st November 2001. EMTA Members very much regret having to take this course of action which has been forced upon them by the congestion situation in Israeli ports which unfortunately shows no indication of immediate improvement. The situation will be closely monitored and further details may be obtained from Member Lines' offices.
