Today 303 tankers with the aggregate deadweight of 2 042.9 thousand tons are under the flag of Russia, as was communicated by RF senior deputy Minister of Transport Vyacheslav Ruksha at the press conference held on January 29, 2004. 5 Russian shipping companies-members of the Union of Russian Shipowners operate tankers of the aggregate deadweight of 8 148.1 thousand tons, therein 1 127.3 thousand tons of aggregate dwt is under flag of Russia. 6 tankers belong to Murmansk Shipping Co JSC (93.7 thousand tons of aggregate deadweight), 51 ones - to Novorossiysk Shipping Co JSC (3 281 thousand tons dwt), 43 tankers - to Primorsk Shipping Co JSC (959.4 thousand tons dwt), 39 ones - to Sovckmflot JSC (3 601 thousand tons dwt).

In 2004, the construction of the nuclear powered icebreaker "50 Let Pobedy" is to be fully funded, told the RF First deputy transport minister Vyacheslav Ruksha addressing the meeting on November 5 at the Baltic Shipyard, where the icebreaker is being built. At present, the icebreaker is 86% ready, the hulls has been built and both the nuclear power reactors as well as 90% of the main mechanic and electric equipment have been installed.

The Government of the Russian Federation approved on July 3, 2003, and passed to the State Duma the Convention on social consequences of new methods of cargo handling in ports and the Convention on labor safety and hygiene in ports. The former Convention was accepted by the 58th session of the ILO general conference in Geneva in 1973, the latter was accepted by the 65th session of the conference in 1979. Senior deputy Minister of transport Vyacheslav Ruksha was appointed representative of the Government in the State Duma.
