Exports of crude oil from the Karachaganak field in northwestern Kazakhstan have begun to be shipped out of the Ukrainian port of Odessa, consortium partner OAO Lukoil Holdings said Wednesday. Lukoil Overseas Holding said a first cargo of 10,000 tons, or 73,000 barrels, of Russian Export Blend Crude Oil was loaded onto the Seasong tanker by a major oil trader. The new export route is the result of an agreement between Karachaganak Petroleum Operating, the consortium that operates the field, and pipeline operator KazTransOil, which allows the crude to be pumped also through the Russian trunk pipeline system. Transit of oil and gas exports has become a major sticking point in discussions between Russia and the European Union in recent months, with arguments over the lack of a legal framework for such transits overshadowing case-by-case arrangements such as the one announced Wednesday. The agreement allows to pump oil via the Karachaganak-Bolshoy Chagan-Samara route.

The ports of Tallinn on the Baltic, Murmansk in the Arctic and the Black Sea's Sevastopol are likely to handle more Russian fuel oil and gasoil due to a crisis at Russia's river shipper Volgotanker, traders said on Friday. But they predicted that Volgotanker's tax dispute with the state, which has blocked its fuel oil shipments towards Russia's port of Saint Petersburg, would slash overall export volumes as alternative routes lack sufficient throughput capacity. "We are hearing that there will be no prompt resolution of the crisis, so we have started looking at alternative options," said a trading source involved in operations. "It seems that Murmansk and Sevastopol could become alternative routes for fuel oil, while Tallinn could handle some VGO (vacuum gasoil)," the source said. Volgotanker, Europe's largest products carrier by river, said last week that it was unable to start shipping products to St Petersburg because it had been barred from operating, including buying bunker fuel to allow its tankers to sail. Its board met last week and called on the state to resolve the crisis but the company is still waiting for a response. "The situation is still where it was last week.
